Defending Medicaid and Medicare: Advancing Comprehensive Healthcare for Adults with Intellectual and Developmental Disabilities

Background

Medicaid and Medicare are essential programs that ensure access to comprehensive healthcare for adults with intellectual and developmental disabilities (I/DD). These programs face ongoing threats from policy and funding challenges, making it critical to defend and strengthen them. Adults with I/DD often encounter systemic barriers to equitable, inclusive, and high-quality care. These challenges are compounded by a healthcare system that has historically failed to prioritize the I/DD community’s unique needs.

The WITH Foundation (WITH) is committed to promoting comprehensive and culturally competent healthcare that addresses the full range of needs of adults with I/DD. WITH seeks proposals that defend and enhance Medicaid and Medicare supports while advancing inclusive, person-centered healthcare systems for adults with I/DD. 

Funding Opportunity

WITH invites proposals for initiatives that protect, strengthen, and expand Medicaid and Medicare while advancing inclusive, comprehensive healthcare for adults with I/DD. Proposals may focus on:

  • Policy Advocacy: Efforts to defend and expand access to Medicaid and Medicare supports at the local, state, or national level.

  • Resource and Tool Development: Creation of educational materials and tools for medical professionals, self-advocates, and their families to better understand, advocate, and/or effectively utilize Medicaid and Medicare supports.

  • Community-Driven Organizing: Initiatives that elevate the perspectives and leadership of adults with I/DD in healthcare policy and systems-change efforts, especially in (but not limited to) rural geographical areas.

  • Applied Research and Data Strategies: Research and Data Strategies aimed at identifying gaps, evaluating outcomes, and supporting the access and expansion of Medicaid and Medicare supports for adults with I/DD.

A secondary goal of this RFP is to foster new partnerships or strengthen existing ones between disability organizations, advocates, community groups, and healthcare providers to support systemic change that ensures access to Medicaid and Medicare for adults with I/DD in a civil society.

Eligibility and Funding

  • Open to U.S.-based 501(c)(3) public charities.

  • Grants of $100,000 will be awarded for a one-year term.
